Op-Ed: China-Vietnam fraternal ties are strong

Do not be fooled by the popular optics portraying China and Vietnam as eternal enemies. They are not, as evidenced by State Councilor and Foreign Minister Wang Yi’s weekend visit to Vietnam. Indeed, for communism, as practiced in China and Vietnam to thrive, their friendship and close cooperation are essential to ensuring that this form of governance will survive.

The non-communist world tends to forget that they are the most successful countries to have adopted a political system opposite to democratic governance. It must be emphasized that Beijing and Hanoi have registered unprecedented economic growth and social progress even during the pandemic that the Western world, with all its liberal values and individual liberties, would envy.

Wang Yi’s trip showed that the ties between these two socialist nations are solid and would move on, despite their maritime disagreements, which both sides were on the same page must be settled without external interference. Both have mutual interests to nurture and, at the same time, are trying to resolve the ongoing conflict in the South China Sea peacefully. Vietnam has raised the issue related to maritime security in the disputed areas.

At the moment, ASEAN and China are working on the conclusion of the code of conduct (COC) on the SCS. It is expected that the second reading of the COC will be completed soon. The negotiations have been delayed by the pandemic, making face-to-face negotiation impossible. But if China and Asean put their hearts into the work of the 15 months, the COC could be wrapped up

World history is not coming to an end with the triumph of liberalism as some Western scholars might have predicted. In fact, Covid-19 has upended many of the conventional wisdom and practices of the past seven decades. From now on, it would be hard to predict what will be the new paradigm to emerge as the outcome of US-China competition and cooperation. But one thing is clear: the fraternal ties between communist compatriots will not only survive but will be further strengthened.

This kind of conviction can only be found in China and Vietnam. In the 1990s, Russia failed because it abandoned Russian-style communism and tried to emulate Western democracy but was unsuccessful. Both China and Vietnam have remade communism in their images without any stigma. They retained their unique national characters. This is in contrast with the US which, except for the rebuilding of Germany and Japan after World War II, would found it difficult to identify a country that it has successfully rebuilt.

The Biden Administration has placed a premium on Vietnam, as the only ASEAN country which is willing to do more in response to the rise of China. Washington’s overt courting of Vietnam could have a negative impact in the long run because of its high expectations. Vietnam, which fought a war with the US for nearly two decades and won, understands and knows how to deal with the American way of doing things. Vietnam has efficiently engaged the US with clearer massages within the region.

Both China and Vietnam have co-existed for thousands of years. As close neighbors sharing 1,297 kilometers of border, their national destinies are bound together. Do not expect these two successful comrades to turn against each other for the benefit of a third party.

“Tommayantee” immortalised long before she passed away

Khunying Wimon Chiamcharoen died on Monday September 13th, 2021. She was 85 years old, but the great Thai novelist will remain with us for many decades to come through her books, which were penned under 6 names, Tommayantee, Laksanawadee, Rose La Reine, Kanok-lekha, Mayawadee and Wim-la.

As Thailand’s most successful female writer of the 60’s and 70’s, she wrote many great novels, which appealed to various generations. Baby-boomers, Gen X and Gen Y share one thing in common, they all grew up enjoying her work in books, films, on television and on stage. One of Tommayantee’s most revisited novels is “Khu Kam”, a romance about a Thai woman, called Angsumalin, and Kobori, a Japanese soldier based in Thailand during World War II, which has been adapted for the big screen (in 1973, 1996 and 2013), TV series and musicals.

Her visions of love and science went well beyond her era. She talked about time travel in a love story that saw the characters travelling back to a bygone era. She saw romance between countries at war. If she had been born in a country with the apparatus to make her work more widely known, some of her books would, without a doubt, have become worldwide best sellers.

She did not always stick to the tradition of happy endings in her romances, such as in the much-loved novel “Khu Kam” in which the hero dies. That was very unusual for any novel of that period. No matter how many times the scene is created on film or on TV, it always reduces the audience to tears.

She took her readers on a journey through time in “Thawiphop”, long before Hollywood made the genre popular. The historical fantasy romance tells the story of a woman named Maneejan who time-travels [through a mirror] from the 20th century to the reign of King Rama V. “Khu Kam”, the classic time-travel novel, is also loved by her fans and repeatedly reread. The story was first adapted for film by late director Cherd Songsri in 1990 and has since been made into a stage play, a musical, a television series and a 2004 film called “Siam Renaissance”.

Though her fame came mostly from romantic novels, among Tommayantee’s famous works is “La” (Hunt), which is a horror story in which the heroine takes revenge on the bad guys who destroy her daughter. The horror was made into a movie by Sahamongkol Film in 1977 and into a TV series twice in 1994 and 2017.

In 2012, the Ministry of Culture named her a “National Artist” (Literature). When she was asked to submit one of her novels for an award, however, she declined, politely but firmly. “I’ve received an award from His Majesty the King’s (Rama IX) hand, so that is the greatest honour of my life and I do not wish to receive any other awards ever again,” she said.

Her last work was “Jom Sasada” (“The Great Prophet”), which she described as a story about the Lord Buddha. “It will be purely about the Lord Buddha and there won’t be any miracles in it. No one will read it before I die, so there won’t be any argument, like in the case of Dan Brown’s work.”

In her most recent interviews with the press, she talked about Maranasati (the Buddhist meditation practice of being aware that death can strike at any time). “I always remind myself about death. Death doesn’t last long, only a few minutes.”

Before her death, Thommayantee said clearly that she was ready to go and she would die in peace, as she had finished writing her last work and built “Lanna Dewalai”. Then, just like that, she left the world peacefully in her sleep on 13th September.

Maybe one of the saddest endings to one of her stories, the Kobori death, is upstaged by her own passing. If her time travelling vision is true, though, she could be somewhere else now, writing for Thais’ great grandchildren about life after death, and that is “resting in peace” for unique writers like her.

Two rebel Pheu Thai MPs may be expelled from party over no-confidence voting

The ethics committee of Thailand’s opposition Pheu Thai party decided today (Monday) to propose to the party’s executive committee the expulsion of two rebel MPs who did not vote in line with the party’s agreement in the no confidence motion earlier this month.

Sarunvuth Sarunkate of Uttaradit province and Pornpimon Thammasarn of Pathum Thani province, for defying the party’s voting resolution after the censure debate on September 4th by abstaining from voting.

Pheu Thai party’s secretary-general Prasert Chanthararuangthong, in his capacity as chair of the ethics committee, said today that the committee also decided to place on probation three other MPs, namely Sisaket MP Thira Traisoranakul, Pathum Thani MP Chaiyan Pholsuwan and Chaturong Pengnorapat.

Prasert said that the party will decide later whether to field the three MPs in the next general election.

The ethics committee also issued a warning to Chuwit Pitakpornpallop, an MP for Ubon Ratchathani, while the seventh dissident MP, Wutthichai Kittitanesuan of Nakhon Nayok province, is yet to testify before the ethics committee.

Wutthichai missed the voting because he was undergoing treatment or COVID-19 and was in quarantine at the time.

According to the party’s regulations, three quarters of the votes of the 24 executive committee members and 134 MPs are required to expel the two rebel MPs.

Prime Minister Prayut and his five cabinet ministers survived the no-confidence vote on September 4th, with the prime minister receiving 264 votes in support and 208 against, with three abstentions.

The Pheu Thai party resolved to vote against all six ministers, including Prime Minister Prayut Chan-o-cha. The other five were Public Health Minister Anutin Charnvirakul, Transport Minister Saksayam Chidchob, Agriculture Minister Chalermchai Sri-on, Digital Economy and Society Minister Chaiwut Thanakamanusorn and Labour Minister Suchart Chomklin.

PM says no cabinet reshuffle yet

Thailand’s Prime Minister Prayut Chan-o-cha reiterated today (Sunday) that he has no current intention of reshuffling his cabinet, following the departures of Deputy Agriculture Minister Thammanat Prompao and Deputy Labour Minister Narumon Pinyosinwat, and hopes that his deputy, Prawit Wongsuwan, will not be upset by his decision.

He said that his relationship with Prawit, one of what he calls his two “brothers in arms”, the other being Interior Minister Anupong Paochinda, will never be broken, adding that he is ready to acquaint himself with and be more receptive to MPs of the ruling Palang Pracharat and other parties.

Thammanat, also secretary-general of the party, is regarded as a protégé of General Prawit. On the day of his removal by the prime minister, Thammanat claimed his relationship with Prawit remains strong.

The prime minister also said that he will pay more visits to upcountry provinces, in an effort to reach out to the local people and to hear their problems and points of view.

The Palang Pracharat party reportedly will hold a general assembly soon, to discuss a possible revamp of its structure, amidst speculation that Interior Permanent Secretary Chatchai Promlert, who is due to retire at the end of this month, may join the party.

There is speculation that Chatchai could be named the new deputy interior minister, to fill the seat left vacant by Thammanat, adding that the “Sam Mitr” faction of the party may, again, demand the energy portfolio, in exchange for the industry post currently held by Suriya Juangroongruangkit.

Super Poll said Saturday that 98.4%, of 1,224 respondents to an opinion poll, agreed that the prime minister should revamp his cabinet and bring people who are competent and honest to join his team.

Thai provinces facing floods as storm Conson makes landfall in Vietnam

Flash floods and heavy rain have hit many provinces of Thailand as tropical storm Conson made landfall in Vietnam’s Quang Ngai early on Sunday, according to Thailand’s Meteorological Department.

Thai authorities are advising the public to stay tuned for weather updates.

Petchabun’s Lom Sak district is one of the heaviest hit areas this weekend, as water runoff from Nam Nao mountain is affecting around 2,000 households.

The latest warning (No. 11) said there will be heavy to very heavy rain today in Nakhon Phanom, Sakhon Nakhon, Mukdahan, Kalasin, Amnat Charoen, Yasothon, Roi Et, Maha Sarakham, Surin, Si Sa Ket and Ubon Ratchathani, Rayong, Chanthaburi and Trat. Heavy rain will be more widespread tomorrow, covering Phrae, Uttaradit, Sukhothai, Kamphaeng Phet, Phichit, Phitsanuloke, Tak and Phetchabun, Nakhon Phanom, Sakhon Nakhon, Mukdahan, Amnat Charoen, Yasothon, Roi Et, Kalasin, Maha Sarakham, Chaiyaphum, Khon Kaen, Nakhon Ratchasima, Buri Ram, Surin, Si Sa Ket, Ubon Ratchathani, Nakhon Sawan, Uthai Thani, Chai Nat, Sing Buri, Ang Thong, Lop Buri, Saraburi, Kanchanaburi, Nakhon Nayok, Prachin Buri, Sa Kaeo, Rayong, Chanthaburi and Trat.

The monsoon is passing over the Andaman Sea, Thailand and the Gulf of Thailand. Strong winds and waves are likely to reach 2-3 metres in height in the Andaman Sea and about 2 metres in the upper Gulf, while they will reach over 3 metres in stormy areas. All ships should proceed with caution and avoid thunderstorms, while small boats in the upper Andaman Sea and the upper Gulf should remain ashore until September 14th (Tuesday).

Thai trooper on UN peace mission in South Sudan dies in his room

A member of the Thai military, on a UN peace mission in South Sudan, has died from an unknown cause in his room at a Thai army camp.

Reports from the Royal Thai Army’s (RTA) engineering task force, based in South Sudan, confirmed that the officer, 56-year old Mst-Sgt Kiatisak Praphan-anurak, was found dead on Saturday.

His body has been sent to a hospital for an autopsy before being flown back to Thailand for funeral rites.

The RTA expressed condolences to the victim’s family and promised to take care of the air transport, to repatriate the remains, the funeral costs and welfare for his family.

Low income Thais who missed out on welfare card scheme to get another chance to apply

About two million low income-earners, who missed out on previous registration for welfare cards, mostly because they don’t have smartphones, will get another chance to get register to receive financial help from the government, said Government Spokesman Thanakorn Wangboonchana.

He said that the Fiscal Policy Office is now working on the regulations for registration, to be submitted to the Welfare Card for Grass-Root Economy Committee for consideration.

Currently, 13.65 million low-income earners have registered under the program. The benefits include:

• 300 baht monthly allowance for those who earn a maximum of 30,000 baht a year and 200 baht/month for those who earn between 30,000-100,000 baht a year to purchase goods at Blue Flag or other stores who join the program. They can also draw cash from their bank account.

• 500 baht/month public transport fees for bus and train services. To be eligible to use city bus or electric train services, the cardholder must register in Bangkok, Nonthaburi, Pathum Thani, Nakhon Pathom, Ayutthaya, Samut Prakan, or Samut Sakhon.

• 45 baht discount every three months for cooking gas.

• Water and electricity fee discounts, if the monthly water bill is not over 100 baht a month and the electricity bill is not more than 230 baht per month.

• Disabled people are eligible for 1,000 baht per month.

Thanakorn said that current cardholders will be required to re-register because the Finance Ministry has made some changes to the regulations.

He also said that the Finance Ministry will wire the second portion of the co-payment scheme, amounting to 1,500 baht for each of the 24.08 million Thais who have joined the program, on October 1st, adding that those who have not used the first portion of 1,500 baht can continue to spend the balance until the end of December.

64.6 billion baht has been spent under the co-payment scheme since July 1st.

About 1.9 billion baht has been spent by 73,464 people under the “Ying Chai Ying Dai” (The More You Spend, The More You Get) scheme.

About 7.6 million baht has been spent under the purchasing power-boosting program for welfare cardholders.

A user’s guide to Thailand’s new digital health pass

Thailand has launched its very own “digital health pass” via the Public Health Ministry’s Mohpromt application, and all residents of the country are advised to download it. The health pass, which has already been adopted by most domestic airlines, will soon become mandatory for users of everyday venues and services.

The pass can be downloaded via the Mohpromt application. However, the app currently accepts only 13-digit Thai ID numbers, meaning expats may have difficulty registering.

Several Thais also have complained that they have been unable to get the digital health pass despite the fact that they have already got two jabs.

What is the digital health pass?

This electronic certificate registers the holders’ COVID-19 status in three parts:

1. Proof of vaccination

2. Date and result of the last COVID-19 test taken

3. Antibody readings

Why do you need it?

The digital pass looks set to become a key document for entry to restaurants, spas, beauty salons, gyms, and even public parks in the near future.

As of September 8, Bangkok Airways, Thai Smile, Thai AirAsia, Nok Air, Air Asia X, Thai Viet Jet, and Lion Air were accepting the digital health pass as proof that passengers are vaccinated – a requirement for domestic air travel.

Who is eligible?

To get the health pass, you will need to have had two COVID-19 jabs or been tested at an officially recognized venue.

If you have had two jabs but are still unable to register for the pass, you are advised to contact the site where you were vaccinated to ensure your status has been updated.

Is Thailand ready?

Thailand has so far administered 39.45 million doses of the COVID-19 vaccine. At least 12.3 million people or about a fifth of the population in Thailand have been fully inoculated.

As a result, the Public Health Ministry plans to launch “COVID-free” areas in “dark-red” provinces that are under strictest control from October 1, using the digital health pass as a key tool.

According to the plan, restaurant staff for instance will need to be fully vaccinated or test negative for COVID-19. They will also be expected to undergo weekly screening via ATKs (antigen test kits). Exemptions will be granted to staff who have contracted and recovered from COVID-19 over the past few months.

Customers too will be expected to be fully vaccinated or have tested negative over the past seven days. Those who have recently caught and recovered from COVID-19 will be exempted.

However, the plan has been hit by opposition from the Thai Restaurants and Street Food Association. It said October 1 is too early to implement the COVID-free areas, given that not that many people have received both their jabs. The association also pointed out that only about 70 percent of staff in eateries have been inoculated.

Meanwhile, it will be awkward for staff to question customers about their vaccination status before letting them in, it added.

How it’s done overseas

Several other countries have already adopted a digital pass in a bid to curb the spread of coronavirus. Only those holding a pass that shows they are at low risk from COVID-19 are allowed to enter public venues. Data so far indicates that the digital passes are helping to reduce the rate of disease transmission.

In France, both French citizens and foreigners must present a “pass sanitaire” or health pass to gain access to restaurants, bars, shopping centers, hospitals, trains, planes, and other everyday services.

The mother of Spanish-Thai actress Rasri Balenciaga Chirathivat recently reported via Instagram that boutiques on the Champs-Elysee in Paris are barring entry to anyone who fails to produce a pass sanitaire. However, they have the option of paying 30 euros to get a test nearby to prove their COVID-free status, though the result is only valid for three days.

Italy has adopted a similar pass, which must be shown to gain entry to restaurants, cinemas, museums, and indoor sports venues.
