Joint venture between telecom giants True, Dtac announced

Thailand’s Charoen Pokphand (CP) Group and Norway’s Telenor Group jointly announced an “equal partnership” for the US$ 200-million joint venture, with a focus on tech start-up investment today (Monday).

The news came after rumours swirling over the past couple weeks about a merger between the two telecom giants True and Dtac or a takeover. On Friday, it was reported that CP and Telenor were discussing a merger, but both companies did not confirm the decision until now.

CP Group CEO and Chairman of the Board of True Corporation Supachai Chearavanont said at a Memorandum of Understanding that the telecom landscape has changed rapidly over the past several years, with new technologies, a broader market for competition and proposals for new forms of digital services from major telecom players.

These factors, he said, are forcing telecom operators to make adjustments quickly.

“Today is a step in that direction. We hope to empower a whole new generation to fulfil their potential to become digital entrepreneurs, leveraging an advanced telecom infrastructure. The emergence in Thailand of IoT (Internet of Things), AI, Cloud and new generations of mobile network technologies will have a huge effect on the way we do everything,” he said.

Supachai said the telecom and technology sectors are key to enabling Thailand to move up the development curve and to create broad-based prosperity.

“As a telecom-tech company, we can help unleash the enormous potential of Thai businesses and digital entrepreneurs, as well as attract more of the best and the brightest from around the world to do business in our country,” he said

President and CEO of Telenor Group Sigve Brekke said that the agreement today will help strengthen Telenor’s business base in Asia and create more value and market development in this region in the long term.

Executive Vice President of Telenor Group and Head of Telenor Asia Jørgen A. Rostrup said this will advance Telenor’s strategy to strengthen their presence in Asia, create value and support long-term market development in the region.

He added that Telenor has a long-standing commitment to both Thailand and the Asian region, and this collaboration will strengthen it further. Access to new technologies and the best human capital will make a vital contribution to the new company.”

Mr. Rostrup disclosed that the new company has the intention to raise venture capital funding of USD 100-200 million, together with partners, to invest in promising digital start-ups, focusing on new products and services for the benefit of all Thai consumers.

Representatives of True and Dtac are due to meet with the Thai National Broadcasting and Telecommunications Commission today and tomorrow to clarify details of the potential merger.

21 drown on flooded causeway in Myanmar

21 people have drowned, as thousands of worshippers attempted to cross a flooded causeway in Myanmar, after making merit at a Buddhist pagoda.

The incident occurred as thousands of people were returning from the Kyeik Hne Pagoda, located on rocks roughly two kilometres off the shore, near the town of Thanbyuzayat in southern Mon state, according to a Thai PBS reporter in Mae Sot district of Thailand’s Tak province

Worshippers accessed the pagoda using a tidal causeway. After worship, while they were returning to the shore, the tide rose rapidly, assisted by strong gusts of wind, and many fell from the crowded causeway into the sea.

Rescue workers said the causeway normally opens at 6.30am, but the worshippers had tried to cross earlier, when the tidewas too high to make the journey safely.

A local resident also told reporters that the causeway, which is only 4 metres wide, is not marked clearly enough, making it difficult to navigate.

All train services at Bangkok’s Hua Lamphong train terminal to come to an end

Transport Minister Saksayam Chidchob has stressed the necessity of ending all train services to and from Hua Lamphong railway terminal. Daily rides into the station will be initially reduced to 22 from 118, to ease traffic congestion caused by periodical closures of roads at level crossings.

Many commuters have protested against the substantial cut in train services to the station, noting that this increases their expenses as they have to continue their daily journey to work in town from Bang Sue grand station by bus, instead of directly from Hua Lamphong station, which is in the city centre.

Saksayam said today (Monday), however, that he will discuss the operation of city bus services with the Bangkok Mass Transit Authority, to arrange for a special feeder bus service to bring commuters from Bang Sue grand station to inner Bangkok.

In addition, he said he will negotiate with BTS Skytrain and Metropolitan Rapid Transit (MRT) to arrange special discount tickets for commuters who disembark at Bang Sue grand station.

Regarding the Hua Lamphong terminal itself, which is on spacious prime real estate, the transport minister said that the State Railways of Thailand has set up the SRT Asset Company Limited (SRTA), to manage its assets for commercial purposes, to reduce its accumulated operational debts, estimated at about 600 billion baht.

The SRT’s assets in Bangkok include several prime plots of land, including Hua Lamphong, the Thonburi train station, the Mae Nam railway station and the Royal City Avenue land.

The SRTA projects that the company will earn 5 billion baht revenue from the development of its assets in the first year, to be increased to 10 billion baht by the fifth year and up to 800 billion baht within 30 years.

It has been proposed that Hua Lamphong terminal be preserved as a museum, instead of being developed into a commercial complex, the minister said, adding that he has to make a decision which may not please some people because he has to address the SRT’s mountain of debt.

The timing for the complete cessation of all train services at the station remains unclear, but an initial proposal has scheduled it on December 23rd.

Xi tells Southeast Asian leaders China does not seek ‘hegemony’

BEIJING, Chinese President Xi Jinping told leaders of the 10-country Association of Southeast Asian Nations (ASEAN) at a summit on Monday that Beijing would not “bully” its smaller regional neighbours, amid rising tension over the South China Sea.

Beijing’s territorial claims over the sea clash with those of several Southeast Asian nations and have raised alarm from Washington to Tokyo.

But Xi said China would never seek hegemony nor take advantage of its size to coerce smaller countries, and would work with ASEAN to eliminate “interference”.

“China was, is, and will always be a good neighbour, good friend, and good partner of ASEAN,” Chinse state media quoted Xi as saying.

China’s assertion of sovereignty over the South China Sea has set it against ASEAN members Vietnam and the Philippines, while Brunei, Taiwan and Malaysia also lay claim to parts.

The Philippines on Thursday condemned the actions of three Chinese coast guard vessels that it said blocked and used water cannon on resupply boats headed towards a Philippine-occupied atoll in the sea.

The United States on Friday called the Chinese actions “dangerous, provocative, and unjustified,” and warned that an armed attack on Philippine vessels would invoke U.S. mutual defence commitments.

Philippine President Rodrigo Duterte told the summit hosted by Xi that he “abhors” the altercation and said the rule of law was the only way out of the dispute. He referred to a 2016 international arbitration ruling which found China’s maritime claim to the sea had no legal basis.

“This does not speak well of the relations between our nations,” said Duterte, who will leave office next year and has been criticised in the past for failing to condemn China’s conduct in the disputed waters.

ASEAN groups Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.

MYANMAR NO SHOW

Xi told the summit that China and ASEAN had “cast off the gloom of the Cold War” – when the region was wracked by superpower competition and conflicts such as the Vietnam War – and had jointly maintained regional stability.

China frequently criticises the United States for “Cold War thinking” when Washington engages its regional allies to push back against Beijing’s growing military and economic influence.

U.S. President Joe Biden joined ASEAN leaders for a virtual summit in October and pledged greater engagement with the region.

The summit was held without a representative from Myanmar, Malaysia’s Foreign Minister Saifuddin Abdullah said on Monday. The reason for the non-attendance was not immediately clear, and a spokesperson for Myanmar’s military government did not answer calls seeking comment.

ASEAN sidelined Myanmar junta leader Min Aung Hlaing, who has led a bloody crackdown on dissent since seizing power on Feb. 1, from virtual summits last month over his failure to make inroads in implementing an agreed peace plan, in an unprecedented exclusion for the bloc.

Myanmar refused to send junior representation and blamed ASEAN for departing from its non-interference principle and caving to Western pressure.

China lobbied for Min to attend the summit, according to diplomatic sources.

Thailand’s two-ballot electoral system comes into force

Constitutional amendments regarding the two-ballot electoral system take effect today (November 22nd) following the publication in the Royal Gazette yesterday.

Under the two-ballot electoral system, the House of Representatives will still be made up of 500 members, but 400 of whom are elected through the constituency electoral system and 100 are party-list MPs seated in accordance with the combined votes received by each party from all constituencies across the country.

Voters will be given two ballots, one for their constituency MP and the other for the party-list MP. The two ballot electoral system will be used in the next general election.

In the constitutional amendments, it was cited that the formerelectoral system, which divides the House of Representatives into 350 constituency MPs and 150 party-list MPs, was not in line with the population in each constituency.

The single-ballot system was designed to undermine major parties such as Pheu Thai, currently the biggest Opposition party, which won the most constituency seats, but was not awarded a single party-list MP. The system also createdfractional coalitions in which medium and small sized parties are awarded more seats. Future Forward Party, which was subsequently dissolved by the Constitutional Court, for example, won the most party-list seats.

This two-ballot system proposed by the Democrat Party is the only constitutional amendment proposal, out of a total of 13 drafts proposed by various political parties, which was accepted in Parliament, and is only beneficial to major parties, not the people. The amendment draft submitted by civil society and debated in Parliament last week which sought to abolish the Senate and prevent another coup, was rejected in Parliament.

UK to host G7 foreign and development ministers on Dec. 10-12

Britain will host foreign and development ministers from the G7 group of industrialised nations and from the Association of Southeast Asian Nations (ASEAN) at a summit in Liverpool from Dec. 10 to Dec. 12, it said on Monday, Trend reports citing Reuters.

The summit will address issues including economic resilience post-COVID-19, global health and human rights, Britain’s Foreign Office said in a statement.

Among the ministers due to attend are those from Malaysia, Thailand and Indonesia, it said, adding that it was the first inclusion of ASEAN countries at a G7 foreign ministers’ summit and this reflected “the UK’s growing Indo-Pacific tilt”.

Thai protest leader Rung Panusaya’s bail revoked in last year’s protest case

The Thai Lawyers for Human Rights (TLHR) has announced, on Twitter, that the Criminal Court has revoked the bail of protest leader, Panusaya “Rung” Sithijirawattanakul, in the lèse-majesté case of the September 19th protests last year where she called for reform of the monarchy and urged her followers to wear black.

Last week, Panusaya was denied bail for wearing a crop top, along with her fellow protest leaders, in a protest at a mall in Bangkok in December last year. This means she is being detained on two lèse-majesté cases, one being the September 19th protests and the “crop top” protest.

The court did not, however, revoke bail for other protest leaders, Panupong “Mike” Jadnok and Chai-amorn Kaewviboon (aka “Ammy the Bottom Blues”), but Chai-amorn is barred from leaving his home between 4pm and 5am.

The court has also not revoked the bail of protest leader Anon Nampa over the September 19th rally, but he is still being detained on other charges. So far, he has been held on remand for over 100 days.

Analysis: Xi outlines future ASEAN-China ties

Attending the ASEAN-China summit for the first time in the three decades of their relations this morning, China’s President Xi Jinping made a strong impression on the ASEAN leaders in terms of his country’s conviction and determination regarding the relationship with ASEAN. He wanted to assure the ASEAN leaders that China will neither seek hegemony nor bully smaller countries.

In his opening remarks, he outlined new trajectories for the future ASEAN-China cooperation. Highlights of his remarks focused on China’s relations with its smaller neighbours, vaccines, peace and development.

He reiterated that China has been and will forever be a good neighbour to ASEAN and its partner. The key to ASEAN-China relations has been unwavering support of ASEAN centrality in the regional framework and its greater role in regional and international affairs.

To help alleviate the COVID-19 pandemic, Xi said that China will donate an additional 150 million doses of vaccines to ASEAN and US$5 million to the grouping’s COVID-19 Response Fund, as well as step up joint vaccine production and technological transfers. On the top of these efforts, China has pledged to provide ASEAN with US$1.5 billion of development assistance for the next three years, to combat the coronavirus and accelerate economic recovery.

As regards the security dialogue and cooperation, China has urged ASEAN to stick to existing partnerships, instead of forming new alliances. China has called on the grouping to strengthen the partnership between the two further and this helps to explain why China has placed so much importance on status, such as the Comprehensive Strategic Partnership (CSP).

It was also seen as a rebuke of the new military alliance formed recently between the US, the UK and Australia, known as AUKUS. China has formed various types of strategic partnerships with more than 150 countries around the world.

Xi repeated that China is ready to sign the Treaty of Southeast Asia Nuclear Weapon-Free Zone (SEANFWZ) as early as possible. It has long been the position of ASEAN to have all the big five (the US, the UK, France, Russia and China) sign the SEANFWZ simultaneously. China was the first dialogue partner to accede to the Treaty of Amity and Cooperation in 2003.

In a new development, Xi also said that China seeks high-quality “Belt and Road” cooperation with the ASEAN Outlook on the Indo-Pacific (AOIP). This was the first time that the Chinese leader has made clear its association with AOIP. Since its inception, Beijing has viewed various Indo-Pacific frameworks as attempts to contain China’s rise. ASEAN has reiterated to China that the AOIP is an initiative which is inclusive by nature and seeks all forms of cooperation with dialogue partners.

He also referred to the current situation in the South China Sea, saying that joint efforts are needed to safeguard stability and make it a sea of peace, friendship and cooperation. ASEAN and China are expected to complete the code of conduct for the South China Sea by next year. COVID-19 has, however, delayed face-to-face negotiations.

The new ASEAN chair, Cambodia, has invited the members of the working group to meet in person in the second half of next year, to accelerate the negotiations. In this connection, Cambodia also plans to issue a joint statement, on the commemoration of the 20th anniversary of the Declaration on the Conducts of Parties in the South China Sea, which would require consensus from both sides.

It is clear that both sides have a long list of what must be done to increase mutual trust, respect and benefits. Given the geographical proximity and close cultural relations, China and ASEAN are bound by a common vision for peace and prosperity.

Anek Laothammatas elected Action Coalition for Thailand party leader

The current Minister of Higher Education, Science, Research and Innovations, Anek Laothammatas was, today (Sunday), elected uncontested as the new leader of the Action Coalition for Thailand Party (Ruam Palang Prachachart Thai), succeeding Tawatchai na Takuathung.

The party’s general meeting also appointed a new executive committee which comprises:

• Associate Professor Duangrith Benjathikul Chairoongruang as secretary-general.

• Chuthtas Laothammatas, the treasurer.

• Danut Tantherdthit, the registrar.

• Patcharinruja Chantharonasanont, Ms. Yodkwan Chumwara and Phirasut Chantharanuwat as executive committee members.

After his appointment as the new party leader, Dr. Anek said that they aim to become a small to medium sized party and he will do his best to lead the party and to prepare for the next election, in about a year from now.

The party’s founders, among them Suthep Thaugsuban, and original executive committee members consist mostly of core leaders and followers of the now defunct People’s Democratic Reform Committee, which spearheaded the prolonged mass protests in 2013-14 in an effort to topple the government of Prime Minister Yingluck Shinawatra, which was finally ousted in a coup, led by then Army Commander-in-Chief and current Thai prime minister General Prayut Chan-o-cha on May 22nd, 2014.
