PM spars with Move Forward MP during censure debate

Prime Minister Prayut Chan-o-Cha engaged in an animated verbal exchange, during the censure debate this morning (Thursday), with Move Forward MP Amarat Chokepamitkul, accusing the party of involvement in anti-Monarchy activities which, he said, he finds unacceptable.

Responding to this accusation, which was not specific, Amarat said that the prime minister should not have made such a serious remark without clarification and evidence and asked him to withdraw it, but he refused to do so.

House Speaker Chuan Leekpai then intervened, saying that the censure debate was getting heated and that there was no need for the prime minister to withdraw his accusation, but he warned both sides to be cautious about what they say.

Amarat accused the prime minister of turning a blind eye to the army’s numerous procurement and construction projects which, she alleged, are not transparent and wasteful. She also accused the prime minister of being a tyrant, bent on undermining the democratic system.

The Move Forward MP claimed that several of the army’s construction projects were implemented by handpicked contractors, often before bidding was held or before bid results were announced.

Amarat also referred to Prayut’s nickname “Tu” which, she claimed, means to claim something from another person as his own. This prompted the prime minister to hit back immediately, asking her whether the words “Tu” and “Shorty”, apparently referring to Amarat’s height, bear the same meaning. His retort drew laughter from some government MPs.

The prime minister continued by saying that he didn’t think the two words were synonymous and asked which of the two of them has done more for the good of the country.

At the end of her speech, Amarat held up a mirror, saying that she wanted to present it to the prime minister so he could take a good look at himself, to which he replied he barely used mirrors anyway.

The 4-day censure debate, the fourth and final one for this administration, will wrap up on Friday, followed by a vote in the Lower House on Saturday.

ASEAN Risk Monitor and Disaster Management Review (ARMOR) – When Disasters and Pandemic Collide: What does it mean to ASEAN, now and into the future? (3rd Edition)

With the publication of the third edition of the ASEAN Risk Monitor and Disaster Management Review (ARMOR) – titled When Disasters and Pandemic Collide: What does it mean to ASEAN, now and into the future? – the AHA Centre continues to provide well-researched and in-depth analysis of issues relating to disaster management in the ASEAN region. ARMOR has now established itself as a regular source of knowledge, seeking to share information on innovations and best practices on disaster management and crisis management in what is one of the most disaster-prone regions in the world.

In the study of disaster management, it is not sufficient to produce research for research sake, simply adding to the many journals of interest only to academics. It is essential that such research is made available, as a comprehensive and readily available source of reference to support development and implementation of disaster management policy.

With this in mind, and with the active contributions from academia and disaster management professionals, ARMOR aimed to provide critical data and intelligence in an accessible format to policymakers and officials, as well as to practitioners in the field. By doing so, ARMOR plays its part in fulfilling its role of supporting the implementation of the ASEAN Vision 2025 on Disaster Management.

Given the nature of the health crisis endured globally and in the ASEAN region as a result of COVID-19 in the past years, the contributors in this edition bring highlights to how the current pandemic affected disaster management policymaking. This edition not solely focuses on the COVID-19 pandemic, but also deals with innovative methods, including the latest information and communication and satellite technology, that can be used to speed up the analysis of real-time data and the cross-border provision of aid during disasters, in anticipation of future pandemics.

Disaster and Pandemic: The Exacerbating Effects of COVID-19 on ASEAN’s Disaster Riskscape examines the effects of the COVID-19 pandemic and its impact on disaster risk and disaster management and emergency response in the ASEAN region, in particular how the pandemic worsened the disaster riskscape of the ASEAN region, and how the region adapted its disaster management practices to cope with the pandemic.

Leveraging Artificial Intelligence for Enhanced Flood Emergency Response, Amidst COVID-19 Pandemic illustrates how the UN Satellite Centre’s (UNOSAT) FloodAI programme can provide up-to-date imagery of flood-prone areas. The imagery is processed by a deeplearning model to generate flooding maps and update operational dashboards. This allows decision makers to optimise the response to flooding in a much shorter timeframe than through human-based analysis, thus reducing the loss of life and mitigating damage.

ASEAN Single Window: Towards More Efficient & Faster Facilitation of Customs Clearance explains how the ASEAN Single Window, a regional initiative that combines the direct exchange of data between ASEAN Member States can be used to synchronise the data exchange across borders in order to expedite and streamline cargo clearance and shipment release throughout the region in times of disaster, especially during pandemic-induced mobility restrictions.

As Local as Possible – COVID-19 impacts on localisation efforts and humanitarian response: Opportunities for the AHA Centre discusses the leveraging of localisation in disaster management. Taking as its theme “as local as possible, as international as necessary” the study determines how localisation has evolved, particularly amid the COVID-19 pandemic; defines the role of the AHA Centre in operationalising local efforts and analysing sustainable methodologies; and reflects on adaptations of the broader ASEAN humanitarian system.

This edition also includes a special feature article on Emergency Response in a Pandemic: the Singapore COVID-19 Experience, which provides a synopsis of how the Singapore Civil Defence Force coped with the impact of the COVID-19 pandemic on its operations at home and in the wider region through its Operation Lionheart, outlining the many practical measures taken and adaptations made to ensure continuity of operations.

Record-breaking rainfall in Bangkok on Wednesday night

Over 100mm of rain poured into Khlong Toei and Bang Na districts of Bangkok last night, with similar heavy downpours forecast until Sunday, warned Somkuan Tonjan, head of the weather forecasting centre of the Meteorological Department today (Thursday).

He disclosed that the rainfall measured at the Queen Sirikit Convention Centre in Khlong Toei district yesterday was 132.5mm, which was the highest since the previous record of 108mm on July 30th, 1955.

At the port, also in Khlong Toei, rainfall was measured at 130.3mm, breaking the last record on July 5th, 1996. In Bang Na, 126mm was recorded, beating the previous record of July 13th, 2014.

In Min Buri district, 165mm of rainfall was recorded for the whole day yesterday.

Several low-lying areas, such as On Nut 71 and 39, were still under water this afternoon, forcing traffic to proceed cautiously.

Municipal police were deployed to help with directing traffic in Wattana district. City workers also removed several drain covers to facilitate the flow of water from road surfaces.

The boat service in Saen Saeb canal was suspended today, due to the water rising level in the canal, making it impossible for the boats to pass under the bridge at Wat Sriboonruang. The boat service operator said, however, that he will regularly review the situation to see whether or when the service can be resumed.

Ramkhamhaeng University’s public relations office announced the suspension of classes today at both the Ramkhamhaeng and Bang Na campuses, due to flooding.

Bangkok Governor Chadchart Sittipunt, accompanied by officials from the Department of Drainage and Sewerage, inspected the flooding and checked on water pumping stations. He also took a motorcycle to follow up on the situation this morning.

COVID-19-infected schoolboy dies of MIS-C, DDC says

Thailand’s Department of Disease Control (DDC) said today (Thursday) that the 6-year-old COVID-19 infected schoolboy, who died on earlier this week, had been diagnosed with Multisystem Inflammatory Syndrome in Children (MIS-C).

DDC Director-General Dr. Opart Karnkawinpong said that the boy had been treated at a private clinic after he was diagnosed with COVID-19, before he was taken to Pathum Thani Hospital.

Doctors at the hospital tried their best, but failed to save him because he also suffered from MIS-C and was unvaccinated against COVID-19, said Dr. Opart, as he expressed his condolences to the boy’s parents.

According to Johns Hopkins Medicine, MIS-C was first identified in April 2020 by doctors in the United States and the United Kingdom. The condition has also been called paediatric inflammatory multisystem syndrome (PIMS).

MIS-C is an illness which can occur after a COVID-19 infection and mostly affects school-age children. It is uncommon, but can be serious. The initial symptoms often include a fever, rashes, red eyes, diarrhoea and vomiting, which may get worse over a few days. The inflammation can affect hearing, blood vessels and other organs, which can make children very ill.

Dr. Opart said, however, that MIS-C can be prevented if the children are vaccinated, as he urged parents to get their children inoculated.

He disclosed that most of the new infections now are related to the Omicron BA.5 sub-variant, which spreads faster than the others, especially among school children who tend to be close together most of the time.

He said that most of the infections are not serious cases, with the majority developing a fever, sore throat and a runny nose, which pass in a few days.

According to the Public Health Ministry, 2,607 new COVID-19 cases were admitted to hospitals in the past 24 hours and 23 fatalities were reported, bringing the accumulated death toll since January 1st this year to 9,375. 854 patients are currently being treated for lung inflammations.

Qommodity’s QAA Token is Available Now on Two More Platforms

Qommodity’s QAA token has just been launched on one more crypto trading platform and is now available for purchase both on Lbank and Latoken. The QAA token is a voucher that will allow buyers to exchange it against the QAAA token at the market value price at the moment of exchange, once QAAA is launched.

Featured Image for Qommodity QAA Ltd.

DUBAI, Arab Emirates, July 20, 2022 (GLOBE NEWSWIRE) — Commodity’s QAA token can now be purchased on an additional crypto exchange platform.

Purchasing the QAA token now means that buyers will be able to exchange it against the QAAA token at the market value price at the moment of exchange when QAAA’s launch is imminent.

What makes the QAAA token so valuable is the fact that it is a future asset-backed Security Token with ISIN. The asset-backing is realized through the monetization of in-ground natural resources.

Qommodity started in Sierra Leone more than 12 years ago through one of its subsidiaries, Tandem Liber Holdings, the natural resource division of Qommodity Resource Holdings.

Qommodity’s licenses are now covering a total area of 354.5 sq. km on the African continent, valuing the in-ground resources through the certification standard NI43-101.

This process is called “tokenization of in-ground resources”, which may trigger the largest transition of wealth in the history of mankind since these untapped resources will be made suitable for monetization within the monetary system.

One of the main goals of this project is to increase the quality of life for the communities, creating opportunities, livelihood, and sustainable development within the scope of ESG. The resources stay in the ground, unexploited, thus increasing the value of the land. With this approach, Qommodity will contribute to providing access to clean water, medicine, education, and other long-term benefits for local communities.

Qommodity also aims to provide a low threshold in order to facilitate access to the QAAA token for people all over the world. This one-of-a-kind security token will build the bridge between the traditional finance system and digital currency.

The mission is simple: protect our planet, bring people a higher quality of life, and offer the chance to choose between making the most out of the traditional financial system or enjoying the benefits of a hybrid financial solution. The system behind the QAA token is backed with sophisticated customer support to make sure that everyone is able to purchase the token without any specialized financial knowledge.

To ensure that the QAA token is made accessible to as many people as possible, Qommodity decided to launch it on various cryptocurrency exchanges and get it monitored by the crypto observatories.

Therefore, Qommodity’s QAA token is now available on 2 central exchanges and its own website:
