This announcement comes on the heels of its filing its S-1 with the SEC, the document a company files prior to a public listing. The company has reserved the ticker symbol “ILLR” with the Nasdaq stock exchange.

Thailand’s acting PM gets qualified prime ministerial authority under new edict

Acting Prime Minister Prawit Wongsuwan now has full decision-making powers on matters concerning budget and staff, under a ministerial edict approved by the cabinet today (Tuesday), said Deputy Prime Minister Wissanu Krea-ngam.

Under the edict, Deputy Prime Ministers Jurin Laksanawisit, Anutin Charnvirakul, Don Pramudwinai and Supattanapong Punmeechaow, are authorised to act on behalf of the prime minister, but only Prawit, currently the acting prime minister, has power over budget and staff appointments.

Explaining the need to amend an old regulation with a new edict, while Prime Minister Prayut Chan-o-cha is currently suspended from active duty, Dr. Wissanu said that it would be very inconvenient for General Prawit to consult Prayut every time there are matters concerning such issues.

The edict will be retroactively applied from August 24th, when the Constitutional Court suspended Prayut from active duty, said Dr. Wissanu, adding, however, that Gen. Prawit will not have the power to dissolve the House of Representatives.

Regarding Prayut’s 8-year term in office, which is now pending a decision from the Constitutional Court, Dr. Wissanu said that Prayut’s legal advisors have been working on a letter of rebuttal, which is expected to be submitted to the Constitutional Court in the next two days.

He declined to give any details about the contents of the letter, however, saying that Prayut has 15 days from August 24th to submit it to the Constitutional Court.

He said he has learned that the court has notified some individuals that they require them to provide statements about the term in office issue adding, however, that the court will have a hearing for witness testimony.

Prayut attended the cabinet meeting today via video conference, but did not say anything throughout the meeting, said Dr. Wissanu.

Cambodia, Thailand Signed Agreement On Combating Human Trafficking

PHNOM PENH, Cambodia and Thailand signed an agreement on the Standard Operating Procedures (SOPs) on law enforcement cooperation, against human trafficking, according to a statement from Cambodia’s National Committee for Counter Trafficking (NCCT), yesterday.

The deal was inked between Cambodian Interior Ministry Secretary of State and NCCT permanent vice-chair, Chou Bun Eng, and Ramrung Worawat, deputy permanent secretary of Thailand’s Ministry of Social Development and Human Security, at the end of a meeting in Bangkok on Friday.

The meeting was organised by the International Organiation for Migration (IOM), the statement said, adding that, the SOPs will serve as guidelines for closer cooperation between the two countries, in the fight against human trafficking.

The discussions progressed well, with the intention of protecting the rights and interests of victims, and the two sides reached an agreement on the SOPs, with Chou Bun Eng, representing the Cambodian side and Ramrung Worawat, representing the Thai side.

Cambodia cracked down on 359 human trafficking and sexual exploitation cases in 2021, a significant rise from only 155 cases in 2020, Bun Eng said, adding that, some 538 human trafficking suspects were sent to court, as 1,577 victims were rescued last year.

Labour Minister Assigns Deputy Permanent Secretary of Labour to Visit Factories to Promote Confidence Among Japanese Employers that the Government will Support Workers and Businesses through Crises

On August 23, 2022, the Labour Minister, Mr. Suchart Chomklin, assigned the Deputy Permanent Secretary of Labour and the Ministry of Labour’s Spokesperson Mr. Wannarat Srisuksai, to visit a factory and provide knowledge on building good labour relations within the organization, to support organizations to cope with the rapidly changing environment, following the direction of the country’s development. The visit also aimed to build morale for OLIC (Thailand) Co., Ltd employees. The Ministries also collaborated in the supply of hospital beds to support the treatment of COVID-19 patients, opening a hotline to coordinate the availability of beds for COVID-19 patients and the setup of vaccination centers for insured persons under Section 33.

Mr. Wannarat continued that during the COVID-19 outbreak, the Ministry of Labour, under the leadership of Labour Minister Mr. Suchart Chomklin, was concerned about the workforce and accelerated assistance following government policies to prevent the spread of COVID-19. Their efforts were able to create immunity in the workforce, maintain employment, support businesses to move forward, and create economic value, especially in the export sector, which continues to grow. Therefore, the Factory Sandbox project was implemented with four main principles. First, during the COVID-19 situation, the tourism and service sectors, which are important sources of income for the country, were widely affected. The government had to maintain employment and support the export sector, which employs over 2 million workers in four industries: food, medical equipment, automobiles, and electronic components, as many countries could not export goods. Secondly, at the beginning of the COVID-19 outbreak, there were limited vaccines. Therefore, vaccines needed to be allocated to the elderly first. At the same time, the Ministry of Labour recognized the importance of the workforce working as a key driver of the country’s economy. Therefore, the allocation of vaccines from the government and the Ministry of Public Health was requested to build immunization among the workers and prevent workers from spreading COVID-19 to the elderly and family members at home. Therefore, the Factory Sandbox project was implemented following the government’s policy with economic and public health principles, including examination, treatment, control, care, support, vaccination, and COVID-19 screening to support business operations. Thirdly, the Social Security Office has over 200 private hospitals in its nationwide network, with a team of doctors and nurses ready to support medical and public health services during the COVID-19 outbreak. Therefore, they relied on these hospitals for screening, care, and vaccination for insured persons in the social security system. And lastly, the Ministry of Labour worked closely with unions. As a result, implementing such projects could solve problems, realize objectives, and meet the needs of businesses and their fellow workers.

Schoolboy needs surgery after being forced by teacher to stand and sit 200 times

A 15-year-old schoolboy is awaiting surgery, to treat serious muscle inflammation at the back of his left knee, after he was allegedly forced, by his teacher, to stand and sit 200 times for missing class at a school in Lao Kwan district of Kanchanaburi province.

The boy’s mother has demanded 150,000 baht in compensation from the teacher and school, to help cover the medical costs and loss of income while tending to her son.

The woman said that she was told by her son on July 23rd that he had pain in his left knee, after the punishment. She said she applied ointment to the affected are and gave him antiseptic medication, but the pain did not subside after a week and she decided to take him to a doctor, who diagnosed serious muscle inflammation and infection, which require minor surgery.

She said that the school had conducted an investigation and had found her son was at fault by missing class and insisted that the punishment was not forced upon him, but agreed upon by both sides.

She also said she agreed to reduce the compensation demand to 150,000 baht, after negotiating with the school’s management. The teacher did not, however, have enough money and offered to give her 30,000 baht in initial compensation, but the boy’s mother declined.

About 360,000 fake brand name items seized by DSI officials

Officials from the Department of Special Investigation (DSI) have seized about 360,000 pirated brand name items, worth about 120 million baht, in recent raids in Bangkok and Nakhon Nayok.

A representative for the brands involved, which are mostly on jeans and handbags, told the media that the seizure was one of the largest by the DSI in recent years.

According to DSI Deputy Director-General Pol Lt-Col Phayao Thongsen, about 300,000 items, worth about 100 million baht, were seized from two major markets in Nakhon Nayok province and about 60,000 pairs of jeans were seized from a warehouse in Bangkok’s Bang Bon district.

He said that, during the peak of the COVID-19 pandemic, most of these pirated brand name products were being sold online but, as the COVID-19 situation gradually improved, they have moved to on-site sales in markets, allegedly owned by foreign businessmen and operated by Thai staff.

According to the DSI, the seized goods will be destroyed after the completion of litigation.

Reopen, Recover and Resilience in Education: Guidelines for ASEAN Countries

These guidelines are intended to help Member States of the Association of Southeast Asian Nations (ASEAN) to reopen schools and keep them open for safe in-person education. This is an urgent priority to maintain the learning process for children and adolescents, ensure their right to an education and recover learning losses. The guidelines also aim to strengthen the resilience of education systems and the cross-sectoral work that should bind them. The guidelines have three objectives: (i) offer medium- to long-term strategies to cope with future shocks and disruptions by strengthening the resilience of the education systems in ASEAN; (ii) respond to the urgent needs of ASEAN Member States for immediate strategies to ensure safe school reopening and operations, learning recovery and continuity from pre-primary to secondary education; and (iii) propose performance indicators to monitor and evaluate the progress of these strategies and their results.

The guidelines follow a theory of change that describes the route for moving from the current expression of the problem, whereby children and adolescents are not attending schools (including pre-primary) and do not have access to effective learning opportunities, to the desired impact – a better situation: All children and adolescents in ASEAN return to school, recover their learning losses and continue with their learning path; thus, they develop the skills and knowledge to thrive in life and contribute to their community and national development. The theory of change identifies critical strategies to advance outcomes and outputs and proposes activities and inputs. These are based on global and regional evidence to guide their effectiveness and equity. The guidelines also propose key performance indicators and rubrics for self-assessment to monitor and evaluate the implementation status and progress of the suggested strategies.
