THE 22ND MEETING OF THE ASEAN-COCI SUB-COMMITTEE ON INFORMATION

The 22nd Meeting of The ASEAN Committee on Culture and Information (ASEAN-COCI) Sub-Committee on Information (22nd SCI) was held on 27th May 2021 via video conference at the Department of Information, Berakas.

The Meeting was chaired by Thailand and co-chaired by Viet Nam.

Haji Shahrul Jeffri bin Dato Paduka Haji Ibrahim, Acting Director of Information as the Chairperson of the ASEAN-COCI Sub-Committee on Information (SCI) for Brunei Darussalam led the Brunei delegation.

The meeting was attended by Mufidah binti Abdul Hakim, Head of International Affairs Unit, as the Secretariat of the ASEAN-COCI Sub-Committee on Information (SCI), officers from Radio Television Brunei – Mohammad Syazwan bin Nordin, Special Duties Officer Grade 1 and Frankie Chan Kao Siong, Acting Head of International Affairs.

Among others, several project proposals for 2022 were discussed during the meeting namely; ‘Guide to Cyberbullying Training for Teachers and Students’ proposed by Indonesia, ‘ASEAN Information Exchange Initiative (ASEAN Exchange 2022)’ proposed by Thailand ‘Management of Government Information in Combating Fake News and Disinformation in the Media’ proposed by Indonesia.

24TH ASEAN+3 FINANCE MINISTERS’ AND CENTRAL BANK GOVERNORS’ MEETING

The 24th ASEAN+3 Finance Ministers’ and Central Bank Governors’ Meeting (AFMGM+3) was held virtually on Monday, 3 May 2021 and in attendance were the representatives from ASEAN Member States, People’s Republic of China, Japan, and Republic of Korea.

Co-chairing the Meeting were Yang Mulia Dato Seri Paduka Awang Haji Ahmaddin bin Haji Abd Rahman, Deputy Minister of Finance and Economy (Fiscal), Yang Mulia Dayang Hajah Rokiah binti Haji Badar, Managing Director of the Authority Monetary Brunei Darussalam (AMBD), His Excellency Nam-Ki Hong, Deputy Prime Minister and Minister of Economy and Finance of the Republic of Korea, and His Excellency Juyeol Lee, Governor of the Bank of Korea. Brunei Darussalam was represented by Yang Mulia Dayang Suraya binti Haji Jaidin, Permanent Secretary (Performance and Corporate) and Yang Mulia Dayang Hajah Noorrafidah binti Haji Sulaiman, Deputy Managing Director of AMBD.

During the Economic Policy Review Dialogue session, together with the Asian Development Bank, the International Monetary Fund, ASEAN Plus Three Macroeconomic Research Office (AMRO), as well as the ASEAN Secretariat, the Ministers and Governors exchanged views on the global and the regional macroeconomic outlook as well as collective efforts to sustain regional recovery.

Among others, it was highlighted that leveraging on technology, mobilising private capital for infrastructure and green financing, and improving human capital are some of the steps towards achieving a resilient, inclusive and sustainable economic growth post COVID-19.

In the discussions on the ASEAN+3 financial cooperation, the Ministers and Governors welcomed the ongoing collaboration, including through the Chiang Mai Initiative Multilateralisation (CMIM), AMRO, Asian Bond Markets Initiative (ABMI) and Strategic Directions of the ASEAN+3 Finance Process. Related to these initiatives, they:

(i) reaffirmed commitment in further strengthening the CMIM as an effective and reliable regional self-help mechanism, and improving the ABMI to facilitate cross-border transactions and enhance collaboration among regional initiatives;

(ii) welcome the establishment of four Working Groups on “Infrastructure Financing”, “Macro-structural Instruments”, “Strengthening Financial Resilience against Natural Disasters” and “Enhancing Policy Coordination for Technological Advancement” under the strategic directions of the ASEAN+3 Finance Process; and

(iii) congratulated AMRO for their 10th year anniversary and acknowledged the organisation’s strong support to ASEAN+3 members through, among others, its analysis and useful policy advice in response to the COVID-19 pandemic and facilitating the operational readiness of the CMIM, among others. In this regard, they reaffirmed support to the organisation in fulfilling its mandate as an independent, credible and professional international organisation acting as a trusted advisor to ASEAN+3 members.

Anutin denies responsibility for continuing vaccination appointment postponements

Thailand’s Public Health Minister Anutin Charnvirakul has denied that the Public Health Ministry has anything to do with the postponement of vaccination appointments, scheduled for this week, by numerous private and state hospitals and health centres in Bangkok and other provinces.

Mr. Anutin, who is also deputy prime minister, said today (Sunday) that the Public Health Ministry is responsible for allocating vaccine doses to all provinces, including Bangkok, as instructed by the CCSA, adding that how doses are distributed thereafter rests with each province.

Regarding a report that the Bangkok Metropolitan Administration’s (BMA) health office has run out of vaccines, because it has not received its full allocation from the Public Health Ministry, Mr. Anutin said that the ministry delivered 500,000 doses to the BMA during the first week of June, adding that more vaccine will be delivered later, when the ministry receives them from the suppliers.

Meanwhile, the BMA’s Health Office has announced that its 11 hospitals have decided to postpone the appointments, made for June 14th -17th for the first doses, until further notice, as it waits for vaccine supplies from the Public Health Ministry.

The 11 hospitals include Central Hospital, Taksin Hospital, Charoenkrung Pracharak Hospital, Luangpor Thaveesak Hospital, Vechkaroonrat Hospital, Lat Krabang Hospital, Rajpipat Hospital, Sirindhorn Hospital, Bang Khun Thian Hospital for the Elderly, Khlong Samwa Hospital and Bang Na Hospital.

However, appointments for second doses will be kept.

Some state and private hospitals have also announced, on social media, the postponement of vaccination appointments for June 14th -20th, made via the Mor Prom app., also claiming that they have not received the promised vaccines from Public Health Ministry. These include Siriraj Piyamaarajkarun Hospital, Sinpaet Hospital in the Ramintra area, Vejthani Hospital, Vichaiyuth Hospital, Metropolitan Electricity Authority’s Hospital and Rangsit University.

Thai government urged to tell truth about vaccine supply levels to meet appointments

The Rural Doctors Society is demanding that the government, and the Centre for COVID-19 Situation Administration (CCSA), tell the truth about the availability of COVID-19 vaccines and whether there are enough to meet current vaccination appointments.

In a statement, issued on Saturday, the network of doctors working in Thailand’s rural hospitals, predicts chaos this week, when more vaccination appointments are expected to be postponed and many people will be disappointed.

The statement, posted on their official Facebook page, provided details of the mass vaccination operation, which began on June 7th. 416,847 doses administered on June 7th, 472,128 doses on June 8th, 336,674 doses on June 9th, 223,315 doses on June 10th and 308,012 doses on June 11th.

It said the vaccination rate is slowing, not because officials are getting tired, “but because there are insufficient doses.”

The group predicts that the coming week will be more chaotic, because the 1.5 million doses of AstraZeneca vaccine, which were promised for Monday, will not be delivered until June 16th -18th, while the CCSA has been pressing the local supplier, AstraZeneca Thailand, to deliver the vaccine 1-2 days earlier.

These 1.5 million doses will be used for two weeks and the next 1.5 million, the last to be delivered in June, will not arrive until end of the month, instead of June 28th, said the Rural Doctor Society, adding that people have placed their hopes on being inoculated in the next two weeks, but the truth is that there may not be sufficient AstraZeneca vaccine.

The statement cited the abrupt closure of 45 vaccination sites in Bangkok, by the Office of Social Security, on Friday, claiming that the real reason for the closures is that they ran out of vaccine, not for improvements of the facilities, as claimed by the OSS.

“Now the OSS appears to have contracted the disease of not telling the truth, like the government,” said the statement, as it urged the government and the CCSA not to hide the truth, adding it does not hurt to tell the truth.

2,804 new COVID-19 infections today, 4 new construction site clusters in Bangkok

Thailand recorded 2,804 new COVID-19 cases today (Sunday), as 4 more clusters were found in Bangkok, raising total clusters to 85, according to the CCSA.

The new clusters are at JJG Intelligence Company’s construction site in Chatuchak district, Syntec Company’s construction site on Kamphaengpetch 7 Road in Huai Khwang district, Sino-Thai Engineering and Construction Company’s site in Kanna Yao district and Chomthakon Company’s construction site in Bang Na district.

The CCSA said that COVID-19 infections in Bangkok and its peripherals continue to rise daily, with no clear signs of slowing. 924 cases were recorded in Bangkok today.

Cumulative infections, since April 1st, 2021, have risen to 83,702, including 53,185 cases in Bangkok alone.

Of the new cases today, 409 are prison inmates and 61 are among arrivals from abroad. Total infections among inmates have reached 32,357 to date.

Outside Bangkok, the nine other provinces with high infection rates today are:

1. Samut Prakan, 217 cases

2. Ayutthaya, 206 cases

3. Samut Sakhon, 139 cases

4. Nonthaburi, 122 cases

5. Songkhla, 89 cases

6. Pathum Thani, 77 cases

7. Phetchaburi, 62 cases

8. Ranong, 42 cases

9. Pattani, 41 cases

24 provinces did not report a single infection today.

Cumulative infections, since early last year, are 195,909, including 154,414 recoveries and 40,046 who are still being treated in general and field hospitals. The total death toll is 1,449, including 18 today.

Since February 28th, 4,456,786 people have received their first dose of vaccine and 42,167 have received two doses. 6,081,242 doses of vaccines have been administered so far.

Sea Crab Raising along the Gulf of Thailand in the Deep South

The sea crab has become a new economic animal in the southern border provinces. The raising of sea crabs on a full-cycle basis along the Gulf of Thailand in the deep South is being promoted by the Southern Border Provinces Administrative Center (SBPAC).

SBPAC Secretary-General Rear Admiral Somkiat Pholprayoon on 12 June 2021 visited Thepha district in Songkhla province to discuss with local villagers the issue of sea crab raising in deserted shrimp farming areas and mangrove tunnels.

SBPAC earlier gave a major boost to sea crab farming in Yaring district, Pattani province, and developed a model project to generate more income for members of a community enterprise in this district.

It realizes that Thepha district in Songkhla has good potential for sea crab farming, as it has 12 deserted shrimp farms, covering an area of 13.6 acres (34 rai), surrounded by a mangrove forest. Local community enterprises in Thepha want to raise sea crabs and develop their community as a natural resource learning center and a new tourist site.

The SBPAC Secretary-General said that SBPAC would provide assistance for local farmers in sea crab farming in the first stage and allow them to continue their operations, so that they would be able to earn income from this occupation on a sustainable basis.

SBPAC initiated the sea crab farming promotion project in 2019. It has worked closely with Prince of Songkla University, Pattani Campus, in promoting the occupation of sea crab farming. To help accomplish this, a sea crab nursing center has been set up to sell crab babies of high quality at reasonable prices to local villagers, so that they will be able to raise them with low production costs but sell them for a high profit.

Parks, museums, beauty clinics, foot massage and tattoo parlours in Bangkok to reopen on Monday

From Monday, public parks, botanical gardens, museums,archaeological sites, beauty clinics, foot massage, manicure and tattoo parlours in Bangkok can reopen as usual, said Prime Minister Prayut Chan-o-cha in his Facebook post on Saturday.

He said that the Ministry of Public Health and the CCSA had agreed with the city administration’s proposal to ease restrictions, now that the COVID-19 pandemic in the capital is under control and because many people in Bangkok have been vaccinated.

The prime minister warned, however, that they could be closed again if they do not strictly comply with regulations.

The prime minister also said that the Phuket “sandbox” project will go ahead on July 1st.

Thailand Holds Talks with Cambodia and Lao PDR

Deputy Prime Minister and Minister of Foreign Affairs Don Pramudwinai held talks with Mr. Prak Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs of Cambodia, and Mr. Saleumxay Kommasith, Minister of Foreign Affairs of the Lao PDR, on the sidelines of the Special ASEAN-China Foreign Ministers’ Meeting, held in Chongqing, China, on 6-8 June 2021.

According to a report from the Ministry of foreign Affairs, Thailand and Cambodia emphasized that local authorities on both sides of the border should continue working closely together to prevent illegal border crossings, which is a main factor leading to the current wave of COVID-19 infections in many countries in the region.

The Deputy Prime Minister and Minister of Foreign Affairs of Thailand and the Deputy Prime Minister and Minister of Foreign Affairs of Cambodia, expressed satisfaction that cross-border trade between Thailand and Cambodia has continued uninterrupted despite the COVID-19 pandemic.

Cambodia thanked the Royal Thai Government for taking good care of Cambodian migrant workers in Thailand, especially by providing them with access to healthcare services and the permission to continue working legally in Thailand.

The Deputy Prime Minister and Minister of Foreign Affairs of Thailand and the Minister of Foreign Affairs of the Lao PDR discussed prevention of illegal border crossings to contain the spread of COVID-19 and measures to stimulate economic recovery in both countries, including harmonization of standards relating to COVID-19 to facilitate more efficient cross-border trade and people exchanges.

Both sides exchanged views on ways to promote greater trade and investment flows through better connectivity linking Thailand and the Lao PDR. They also discussed strengthening energy cooperation and jointly tackling cross-border issues, such as transnational organized crimes.

On this occasion, the Foreign Minister of the Lao PDR thanked all relevant sectors in Thailand for their support to the Lao government and its people in coping with the COVID-19 situation in the Lao PDR.

Oh brother! PM’s family hit with graft accusation

Prime Minister Prayut Chan-o-cha’s younger brother, General Preecha, has become the first member of the premier’s immediate family to be charged by Thailand’s anti-graft agency.

The National Anti-Corruption Commission (NACC) has accused General Preecha of concealing his assets while serving in the junta-appointed National Legislative Assembly (NLA).

The NLA was set up after the May 2014 coup, which was led by General Prayut.

Preecha, 64, may submit evidence to rebut the allegation before the NACC decides whether to forward the case to public prosecutors for legal action, NACC deputy secretary-general Niwatchai Kasemmongkol said on Tuesday (June 8).

If Preecha is formally charged, his case will go to the Supreme Court’s Criminal Division for Political Office Holders, as per NACC regulations.

Facing accusation

Preecha, a senator and former Defence Ministry permanent secretary, is accused of failing to declare his mansion in Phitsanulok worth over Bt10 million, along with millions in his wife’s savings accounts.

On Tuesday, Preecha insisted he had declared his assets and liabilities correctly and was ready to provide more information if necessary. He had “explained everything” to the commission in January and February, and would now let the law run its course, he added.

In his declaration handed to NACC in August 2014, Preecha reported total assets of Bt63.4 million, plus Bt63.7 million belonging to his wife Pongpan.

Although he was not among the coup-makers under big brother Prayut, Preecha stood to benefit from the coup. He was appointed to the NLA in July 2014 – a seat he retained even after retiring as Defence Ministry’s permanent secretary in September 2016.

In May 2019, Preecha quit the NLA and was appointed as a senator and member of the Senate committee on tourism. He was among several senior military officers chosen for the tourism panel in April 2020 despite questions over their eligibility.

The opposition described Preecha’s appointment as nepotism, but he denied his brother had a hand in his new posting.

Born in Bangkok on July 8, 1956, Preecha graduated from the Armed Forces Academies Preparatory School and later the Chulachomklao Royal Military Academy. He served most of his military career in the Third Army Area, which has jurisdiction over the North.

Family controversies

General Preecha and his family ran into several controversies after elder brother Prayut came to power.

In December 2016, anti-corruption activist Veera Somkwamkid declared a new mansion being built in Phitsanulok worth “tens of millions of baht” belonged to Preecha. The general confirmed his ownership, but later explained that he did not include the mansion in his asset declaration because it was not completed at that point.

Meanwhile, Isra News reported in November 2016 that Preecha’s wife failed to declare about Bt12 million she held in an Army savings cooperative account.

The general came under more criticism after two construction firms run separately by his sons, Pathompol and Patipat, won projects from state agencies following the 2014 coup.

The agencies include the Third Army Area Command in Phitsanulok, where Preecha served as regional commander before being named deputy Army chief in 2014.

Pathompol’s company Contemporary Construction was awarded at least 18 state-funded projects worth more than Bt305 million, Isra News reported in June 2018.

Preecha’s younger son, Patipat, was hired by the Third Army Area and given the rank of second lieutenant. The young man then quit after his father, then serving as Defence permanent secretary, was hit with heavy criticism over the appointment.

In 2018, Patipat set up a contractor firm and worked with his older brother to vie for government contracts, BBC Thai reported.
